Is marijuana legal in Azerbaijan?
Recreational marijuana is illegal in Azerbaijan. The Criminal Code of the Republic of Azerbaijan (Articles 234 and 235) and the Law on Narcological Service and Control (Law No. 1018-IQ, 2005) classify cannabis as a controlled narcotic, with possession thresholds set by the Cabinet of Ministers Decree No. 38, 2002.
Is CBD legal in Azerbaijan?
CBD is illegal in Azerbaijan. The Law on Circulation of Medicines (Law No. 756-IIIQ, 2006) and the Law on Narcological Service treat CBD as a cannabis derivative, and the Analytical Expertise Center under the Ministry of Health (the medicines registration authority) has not authorized retail CBD products.
Is hemp legal in Azerbaijan?
Industrial hemp is illegal in Azerbaijan. The Ministry of Agriculture has not gazetted a hemp cultivation regulation, and Azerbaijani law sets no THC threshold to distinguish industrial hemp from psychoactive cannabis.
Can you travel to Azerbaijan with cannabis or CBD?
Import and export of cannabis are prohibited. CBD imports require Ministry of Health authorization for named medical products only.

Article 237 of Azerbaijan's Criminal Code criminalises the illegal sowing and cultivation of narcotic-containing plants, expressly including varieties of hemp, with cultivation punishable by up to eight years' imprisonment. Because even low-THC hemp is classified among prohibited narcotic plants, viable seed of any cannabis variety cannot be lawfully sold, gifted or acquired for planting. There is no medical cannabis or industrial hemp licensing regime.
