Article 237 of Azerbaijan's Criminal Code criminalises the illegal sowing and cultivation of narcotic-containing plants, expressly including varieties of hemp, with cultivation punishable by up to eight years' imprisonment. Because even low-THC hemp is classified among prohibited narcotic plants, viable seed of any cannabis variety cannot be lawfully sold, gifted or acquired for planting. There is no medical cannabis or industrial hemp licensing regime.
