The state-level Law on Prevention and Suppression of the Abuse of Narcotic Drugs and entity criminal codes ban growing, buying or selling cannabis, but ungerminated seeds are not themselves scheduled and no seed-specific prohibition was verifiable, so seed commerce and possession operate in a tolerated gray zone while germination remains criminal. Industrial hemp may be grown only by entities authorized by the competent body, using varieties registered with that body and plants not exceeding 0.2% THC, with misdemeanour fines of BAM 5,000-100,000 for violations. On 29 December 2025 the Council of Ministers reclassified cannabis for medical use effective 1 January 2026, a strictly pharmaceutical model that does not authorize cultivation or seed sales to individuals.
