Serbia's Law on Psychoactive Controlled Substances schedules cannabis as a narcotic, but viable seeds do not appear on the substance lists; foreign seed banks ship to Serbia on that basis, though no official Serbian confirmation of a collectible-seed exemption could be found. Growing psychoactive cannabis is a criminal offence carrying roughly six months to five years, and up to eight years in aggravated production cases. Hemp cultivation is allowed only for fibre, seed for animal feed, further propagation and related trade, with Ministry of Agriculture, Forestry and Water Management authorisation and a 0.3% THC cap.
