Montenegro's Law on Prevention of Drug Abuse (2011, amended 2014) schedules cannabis and its resin, but no provision could be verified that expressly controls or expressly exempts viable seeds, and no authoritative Montenegrin source confirms the collectible-seed claims made by foreign seed vendors. Cultivating cannabis is a criminal offence punishable by up to five years' imprisonment. Industrial hemp for food and industrial purposes is permitted under a Ministry of Agriculture permit with a 0.2% THC limit; Montenegro is not an EU member, so EU seed-catalogue rules do not apply directly.
