Seed imports are themselves licence-controlled: cannabis seed not intended for sowing may only be imported by licensed importers and cannot enter free circulation if germination capacity exceeds 10%, effectively blocking retail trade in viable seeds. High-THC cannabis remains fully prohibited with no operational medical program, though seeds are not scheduled narcotics as such, leaving casual non-commercial transfers legally untested.
