Bulgaria's Narcotic Substances and Precursors Control Act (NSPCA) permits cannabis cultivation only for fibre, animal-feed or sowing seed at under 0.2% THC, under a three-year licence from the Minister of Agriculture, Food and Forestry using EU-certified varieties. Seed imports are themselves licence-controlled: cannabis seed not intended for sowing may only be imported by licensed importers and cannot enter free circulation if germination capacity exceeds 10%, effectively blocking retail trade in viable seeds. High-THC cannabis remains fully prohibited with no operational medical program, though seeds are not scheduled narcotics as such, leaving casual non-commercial transfers legally untested.
