Is marijuana legal in Bulgaria?
Cannabis is illegal for recreational and medical use in Bulgaria. The Law on Control of Narcotic Substances and Precursors (Zakon za kontrol varhu narkotichnite veshtestva i prekursorite, ZKNVP) classifies cannabis as a Schedule I substance, and Articles 354a and 354c of the Bulgarian Penal Code criminalize cultivation, distribution, and possession.
Is CBD legal in Bulgaria?
CBD occupies a constrained legal position in Bulgaria. The Bulgarian Drug Agency follows the EU Court of Justice's 2020 Kanavape ruling and the European Commission's 2020 reversal classifying hemp-derived CBD as not a narcotic.
Is hemp legal in Bulgaria?
Industrial hemp is legal in Bulgaria as an agricultural crop under EU Common Agricultural Policy (CAP) rules. The Bulgarian Ministry of Agriculture and Food licenses hemp cultivation, and the State Fund Agriculture (Darzhaven fond Zemedelie) administers EU subsidies for eligible hemp acreage.

Bulgaria's Narcotic Substances and Precursors Control Act (NSPCA) permits cannabis cultivation only for fibre, animal-feed or sowing seed at under 0.2% THC, under a three-year licence from the Minister of Agriculture, Food and Forestry using EU-certified varieties. Seed imports are themselves licence-controlled: cannabis seed not intended for sowing may only be imported by licensed importers and cannot enter free circulation if germination capacity exceeds 10%, effectively blocking retail trade in viable seeds. High-THC cannabis remains fully prohibited with no operational medical program, though seeds are not scheduled narcotics as such, leaving casual non-commercial transfers legally untested.
