The 2016 amendments to the Law on Control of Narcotic Drugs and Psychotropic Substances legalized cannabis cultivation for medical and scientific purposes by legal entities licensed by the Ministry of Health with prior Government consent, and defined hemp and hemp seed products for the first time. Licensed cultivators import seeds and plants only under separate import/export permits, and roughly 100 companies now hold cannabis licences; 2021 amendments added dried-flower export. There is no channel for private individuals to buy, hold or gift viable seeds, and low-THC hemp growing likewise requires ministry approval under the same narcotics-control framework.
