Law No. 143/2000 classifies cannabis as a high-risk drug and criminalizes unauthorized cultivation, sale and possession, while Law No. 339/2005 permits industrial hemp under state authorization. Growers must use EU-catalogue certified seed of varieties at or below 0.3% THC, obtain authorization involving the Ministry of Agriculture, and file field declarations with APIA subject to THC inspections. There is no lawful retail channel for viable marijuana seeds, and the gifting of viable seeds outside the licensed hemp system is not clearly addressed in statute.
