Is marijuana legal in Lebanon?
Recreational marijuana is illegal in Lebanon, even though Law 178 of 2020 legalized medical and industrial cannabis cultivation. Law 673 of 1998 on Narcotic Drugs and Psychotropic Substances still criminalizes recreational possession, use, sale, and unlicensed cultivation.
Is CBD legal in Lebanon?
CBD is legal in Lebanon for medical use under Law 178 of 2020 on the Legalization of the Cultivation of the Cannabis Plant for Medical and Industrial Use, which established the Cannabis Regulatory Authority (CRA) to license medical CBD production. Over-the-counter consumer CBD wellness products remain unregulated in practice.
Is hemp legal in Lebanon?
Industrial hemp is legal in Lebanon under Law 178 of 2020, which established the legal and regulatory framework for cultivating Cannabis sativa with less than 1 percent THC for industrial purposes, a notably higher threshold than the EU or US 0.3 percent line.
Can you travel to Lebanon with cannabis or CBD?
Recreational cannabis import and export are prohibited. CBD imports require Ministry of Public Health authorization.

Lebanon's narcotics Law No. 673 of 1998 still criminalises cannabis cultivation, possession and trade, keeping viable seed sale, purchase and gifting illegal for the general public. Law No. 178/2020 authorised cultivation of cannabis seeds and seedlings below 1% THC for medical and industrial purposes, with a dedicated licence category for seeds, but the National Authority for the Regulation of Cannabis Cultivation was only formed in 2025 and had issued no licences as of mid-2026. Until licensing begins, the sub-1% THC hemp seed channel exists on paper only.
