Lebanon's narcotics Law No. 673 of 1998 still criminalises cannabis cultivation, possession and trade, keeping viable seed sale, purchase and gifting illegal for the general public. Law No. 178/2020 authorised cultivation of cannabis seeds and seedlings below 1% THC for medical and industrial purposes, with a dedicated licence category for seeds, but the National Authority for the Regulation of Cannabis Cultivation was only formed in 2025 and had issued no licences as of mid-2026. Until licensing begins, the sub-1% THC hemp seed channel exists on paper only.
