Automate Compliance TodayLebanon's narcotics Law No. 673 of 1998 still criminalises cannabis cultivation, possession and trade, keeping viable seed sale, purchase and gifting illegal for the general public. Law No. 178/2020 authorised cultivation of cannabis seeds and seedlings below 1% THC for medical and industrial purposes, with a dedicated licence category for seeds, but the National Authority for the Regulation of Cannabis Cultivation was only formed in 2025 and had issued no licences as of mid-2026. Until licensing begins, the sub-1% THC hemp seed channel exists on paper only.
