Is marijuana legal in Iraq?
Recreational marijuana is illegal in Iraq and penalties are severe. Federal Law No. 50 of 2017 on Drugs and Psychotropic Substances criminalizes possession, cultivation, trafficking, and consumption, with penalties up to life imprisonment for trafficking and the death penalty reserved for large-scale international trafficking.
Is CBD legal in Iraq?
CBD is illegal in Iraq. The Ministry of Health Iraq has not issued any product authorization for cannabidiol, and Federal Law No. 50 of 2017 treats all cannabis derivatives uniformly without recognizing a hemp-CBD exemption.
Is hemp legal in Iraq?
Industrial hemp is illegal in Iraq. Federal Law No. 50 of 2017 does not separate hemp from cannabis based on THC content, and the Ministry of Agriculture has not licensed any commercial hemp cultivation in either federal Iraq or the Kurdistan Region.

Iraq's Narcotic Drugs and Psychotropic Substances Law No. 50 of 2017 classifies cannabis as a controlled narcotic and criminalises its possession, trade and cultivation, treating all derivatives and plant material uniformly with no hemp or CBD carve-out. Personal-use offences can bring several years' imprisonment, while trafficking may result in life imprisonment or the death penalty, and Article 288 imposes life imprisonment for operating drug dens. Viable cannabis seeds accordingly have no lawful sale, gifting or agricultural channel.
