Iraq's Narcotic Drugs and Psychotropic Substances Law No. 50 of 2017 classifies cannabis as a controlled narcotic and criminalises its possession, trade and cultivation, treating all derivatives and plant material uniformly with no hemp or CBD carve-out. Personal-use offences can bring several years' imprisonment, while trafficking may result in life imprisonment or the death penalty, and Article 288 imposes life imprisonment for operating drug dens. Viable cannabis seeds accordingly have no lawful sale, gifting or agricultural channel.
