Kuwait prohibits cannabis for all purposes under Decree Law No. 74 of 1983 on Combating Narcotic Drugs and Regulating their Use, which covers narcotic plants and their propagative material. Simple possession or personal use can bring around two years' imprisonment plus fines, while recent legislative amendments raised penalties for importing, smuggling, manufacturing or cultivating drugs to life imprisonment or death, with fines reaching two million Kuwaiti dinars. No hemp cultivation, medical cannabis or seed-collector framework exists. Viable cannabis seed is accordingly treated as prohibited narcotic material at the border and domestically.
