Is marijuana legal in Luxembourg?
Recreational marijuana is decriminalized in Luxembourg under the Law of 19 July 2023 amending the Law of 19 February 1973 on the sale of substances having a poisonous or narcotic effect.
Is CBD legal in Luxembourg?
CBD is legal in Luxembourg when derived from EU-approved hemp varieties and finished products contain no more than 0.3% THC. The Ministry of Health, through the Direction de la Sante, regulates products carrying therapeutic claims, while the Luxembourg Veterinary and Food Administration (ALVA) handles food and supplement safety.
Is hemp legal in Luxembourg?
Industrial hemp is legal in Luxembourg when grown from EU-certified seed varieties listed in the Common Catalogue with THC content at or below 0.3%. The Ministry of Agriculture, Viticulture and Rural Development administers registration through the Service d'Economie Rurale (SER).
Can you travel to Luxembourg with cannabis or CBD?
Import and export of marijuana remain prohibited under the 1973 law as amended. CBD products move freely within the EU single market under mutual recognition.

The Law of 27 June 2023, in force since 21 July 2023 and still applicable in 2026, authorises adults to cultivate up to four cannabis plants per household grown from seed, and expressly permits trade in cannabis seeds with no limit on quantity or the THC content of the parent variety. Seeds may be bought in shops, ordered online or imported, provided packaging is labelled with the producer's details, seed count and a health warning. Transfer of harvested cannabis remains prohibited, but acquiring or passing on seeds themselves is lawful for adults. Agricultural hemp cultivation continues separately under EU rules using certified common-catalogue varieties.
