Macau's Law No. 17/2009 on the prohibition of illicit production, trafficking and consumption of narcotic drugs, as toughened by Law No. 10/2016 (in force January 2017), bans all cannabis activity including cultivation and preparatory acts. Viable cannabis seeds intended for propagation fall within this absolute prohibition, and trafficking or cultivation can attract fifteen years or more in prison. Macau recognises no hemp, CBD or medical cannabis exemption.
