Is marijuana legal in Macau?
Recreational marijuana is illegal in Macau. The Macao Special Administrative Region applies Law No. 17/2009 (Prohibition of Illicit Production, Trafficking and Consumption of Narcotic Drugs and Psychotropic Substances), as amended by Law No. 10/2016 and Law No. 4/2019.
Is CBD legal in Macau?
CBD is illegal in Macau. Law No. 17/2009 (as amended) and the Pharmaceutical Activities and Pharmaceutical Products Law (Law No. 4/99/M and successors) administered by the Health Bureau Pharmaceutical Affairs Department treat CBD as a controlled substance, mirroring mainland China's January 2022 ban on CBD in cosmetics enforced by the National Medical Products Administration.
Is hemp legal in Macau?
Industrial hemp is illegal in Macau. The Macao Special Administrative Region has limited agricultural land and no Ministry equivalent regulating commercial hemp cultivation; Law No. 17/2009 provides no THC threshold separating hemp from psychoactive cannabis.
Can you travel to Macau with cannabis or CBD?
Import and export of cannabis are prohibited. CBD imports are prohibited.

Macau's Law No. 17/2009 on the prohibition of illicit production, trafficking and consumption of narcotic drugs, as toughened by Law No. 10/2016 (in force January 2017), bans all cannabis activity including cultivation and preparatory acts. Viable cannabis seeds intended for propagation fall within this absolute prohibition, and trafficking or cultivation can attract fifteen years or more in prison. Macau recognises no hemp, CBD or medical cannabis exemption.
