Madagascar prohibits the use, sale and cultivation of cannabis (locally "rongony") under its narcotics legislation, and viable seeds are treated as part of the banned plant rather than as collectibles. Possession and use can draw 2 months to 5 years in prison plus fines, while trafficking offences reach 20 years. Despite a large illicit market, there is no medical, industrial hemp or certified seed framework of any kind.
