Cannabis use, possession, cultivation and sale are all illegal in Mozambique under the national narcotics law (Law No. 3/97), and no legislation authorises medical cannabis or industrial hemp. With no licensing system, there is no lawful route to sell, buy or gift viable cannabis or hemp seeds, and hemp products on the market are imported rather than grown domestically. The government has shown no movement toward decriminalisation or a seed-certification regime.
