Is marijuana legal in Mozambique?
Recreational marijuana is illegal in Mozambique. Lei No. 3/97 de 13 de Marco, the Lei sobre o Trafico e Consumo de Estupefacientes e Substancias Psicotropicas, criminalises cultivation, sale, transport, and consumption of cannabis (suruma).
Is CBD legal in Mozambique?
CBD is illegal for retail in Mozambique. Lei 3/97 does not exempt cannabidiol, and the Autoridade Reguladora do Medicamento (ARMED) has not authorised consumer or pharmaceutical CBD products.
Is hemp legal in Mozambique?
Industrial hemp is not authorised in Mozambique. The Ministerio da Agricultura e Desenvolvimento Rural has no licensing framework for Cannabis sativa L., and Lei 3/97 captures all cannabis biomass without a low-THC carve-out.
Can you travel to Mozambique with cannabis or CBD?
Import and export of cannabis are prohibited. CBD imports and exports are not authorised.

Cannabis use, possession, cultivation and sale are all illegal in Mozambique under the national narcotics law (Law No. 3/97), and no legislation authorises medical cannabis or industrial hemp. With no licensing system, there is no lawful route to sell, buy or gift viable cannabis or hemp seeds, and hemp products on the market are imported rather than grown domestically. The government has shown no movement toward decriminalisation or a seed-certification regime.
