Statutory Instrument 62 of 2018 under the Dangerous Drugs Act [Chapter 15:02] legalised licensed production of cannabis for medicinal and scientific use, while the Agricultural Marketing Authority (Industrial Hemp) Regulations, 2020 license hemp growing under the AMA. Importing or exporting hemp seed requires a certificate from the Seed Services Institute or a recognised international seed registration authority in accordance with the Seeds Act [Chapter 19:13]. Outside these licences, viable cannabis seeds remain controlled under the Dangerous Drugs Act, so retail or personal seed dealing is unlawful.
