Nicaragua is unusual in regulating seeds directly: Law No. 285 (Law on Narcotics, Psychotropic Substances and Other Controlled Substances) prohibits the possession, holding, storage and commerce of cannabis seeds capable of germination unless authorised by the Ministry of Health, and no such authorisations are issued in practice. Penal Code Law No. 641 criminalises cultivation with roughly 5–10 years' imprisonment, so gifting or receiving viable seeds carries the same exposure as any other transfer. There is no industrial hemp program or medical cannabis framework, so even low-THC viable seed has no lawful agricultural pathway as of 2026.
