Penal Code Law No. 641 criminalises cultivation with roughly 5–10 years' imprisonment, so gifting or receiving viable seeds carries the same exposure as any other transfer. There is no industrial hemp program or medical cannabis framework, so even low-THC viable seed has no lawful agricultural pathway as of 2026.
