Decreto No. 126-89, the Ley sobre el Uso Indebido y Tráfico Ilícito de Drogas y Sustancias Psicotrópicas (1989), expressly prohibits the germination of seeds, cultivation of seedlings and any cannabis derivative, with seeds themselves named among the banned materials. No industrial hemp framework or THC threshold exists, so viable low-THC hemp seed is treated identically to marijuana seed. Cultivation-related offences carry six to fifteen years' imprisonment under Articles 33–34, rising to twenty years in aggravated cases.
