The Cannabis Control Act of 2024 (RPPL No. 11-22), signed by President Surangel Whipps Jr. on 28 March 2024 following a 2019 referendum, legalised medicinal and adult-use cannabis and created a Cannabis Control Board within the Ministry of Health to license cultivation, manufacture, testing, distribution and dispensaries. Adults 21 and over may possess up to 28.5 grams and each household may grow up to six mature plants, which makes lawful acquisition and possession of viable seed part of the home-grow right. Commercial seed sale is confined to Board-licensed operators, and the retail rollout has been phased since regulations issued in 2025. The Act does not establish a separate agricultural hemp programme, leaving low-THC hemp seed without a dedicated framework.
