Is marijuana legal in Palau?
Recreational and medical marijuana are illegal in Palau. Cannabis is classified as a Schedule I controlled substance under Palau's national narcotics law (Palau National Code Title 34), and no legalization statute has been enacted.
Is CBD legal in Palau?
No. Palau's Controlled Substances Act defines marihuana to include every derivative of the cannabis plant and lists it in Schedule I, with no exemption for CBD (34 PNCA §§ 3002(p), 3104(c)).
Is hemp legal in Palau?
No. The Act covers all parts of Cannabis sativa L. with no THC threshold and no hemp category. Only mature stalks, stalk fiber, seed oil and sterilized seed fall outside the definition.
Can you travel to Palau with cannabis or CBD?

Palau's Controlled Substances Act defines marihuana to include all parts of Cannabis sativa L. and its seeds, excluding only sterilized seed that cannot germinate (34 PNCA § 3002(p)), and lists marihuana in Schedule I (34 PNCA § 3104(c)). Buying, selling, gifting or possessing viable cannabis seed is therefore unlawful, and the Act has no hemp exemption or licensing program. Sterilized, non-viable seed falls outside the definition.
