Title 11, Chapter 11 of the Code of the Federated States of Micronesia, based on the US Uniform Controlled Substances Act, lists marijuana as a Schedule I controlled substance, with the statutory definition covering the plant and its seeds. Trafficking, possession and cultivation are criminal offences at the national level and in all four states. Viable low-THC hemp seed enjoys no separate exemption under FSM law.
