Qatar's Law No. 9 of 1987 on the Control of Narcotic Drugs and Dangerous Psychotropic Substances, amended by Law No. 16 of 2023, bans the import, possession, purchase, transport and production of cannabis in any form, which covers viable seeds and any cultivation material. Simple possession draws six months to three years' imprisonment plus fines, trafficking offences reach fifteen years, and repeat traffickers face life imprisonment or the death penalty. No hemp, CBD or medical cannabis exemption exists.
