Is marijuana legal in Qatar?
Recreational marijuana is illegal in Qatar and penalties are among the harshest in the Gulf. Law No. 9 of 1987 on Combating Drugs and Dangerous Psychotropic Substances, amended in 2010, classifies cannabis as a Schedule I narcotic alongside heroin and methamphetamine.
Is CBD legal in Qatar?
CBD is illegal in Qatar. The Ministry of Public Health (MOPH) treats all cannabis derivatives, including CBD oils, isolates, and topicals, as controlled substances under Law No. 9 of 1987, with no exemption for hemp-derived products regardless of THC concentration.
Is hemp legal in Qatar?
Industrial hemp is illegal in Qatar. The Ministry of Municipality and Environment has not licensed hemp cultivation, and Law No. 9 of 1987 classifies all Cannabis sativa as a controlled narcotic without distinguishing by THC content.
Can you travel to Qatar with cannabis or CBD?

Qatar's Law No. 9 of 1987 on the Control of Narcotic Drugs and Dangerous Psychotropic Substances, amended by Law No. 16 of 2023, bans the import, possession, purchase, transport and production of cannabis in any form, which covers viable seeds and any cultivation material. Simple possession draws six months to three years' imprisonment plus fines, trafficking offences reach fifteen years, and repeat traffickers face life imprisonment or the death penalty. No hemp, CBD or medical cannabis exemption exists.
