The Cannabis Act, 2020 decriminalised possession of small amounts and allows adults to cultivate up to five cannabis plants in a secured area of a private residence, which implicitly requires access to viable seed. Commercial dealing in cannabis, including propagative material, is reserved to licensees of the Medicinal Cannabis Authority under the Cannabis (Medicinal Cannabis Licensing) Regulations, SRO 17 of 2022, which cover cultivation, processing and dispensing. There is no separate industrial hemp statute, so low-THC seed falls under the same licensing framework. Unlicensed sale or supply of seeds remains an offence even though home growing is tolerated.
