The Drugs (Prevention of Misuse) (Amendment) Act, No. 16 of 2020 removed criminal liability for adults possessing up to 28 grams of cannabis and allows the head of a household to cultivate up to three plants at the place of residence. Seeds acquired or shared for that limited home cultivation are tolerated within the amendment's scope, but any commercial sale or supply of viable cannabis seeds remains an offence under the principal Act. Dominica has no licensed retail market and no industrial hemp seed framework.
