Cannabis is a Category 2 narcotic under Taiwan's Narcotics Hazard Prevention Act, which is unusual in penalizing seeds directly: Article 14 punishes transporting or selling cannabis seeds intended for cultivation with a minimum of two years' imprisonment, possession with intent to sell with up to two years, and simple possession of seeds with up to one year or a fine. Cultivation itself is punished under Article 12 with five years to life. Taiwan has no industrial hemp cultivation framework, so viable low-THC seed receives no different treatment from marijuana seed, and customs actively intercepts imports.
