Automate Compliance TodayCannabis is illegal in Kosovo under the Law on Narcotic Drugs, Psychotropic Substances and Precursors (Law No. 02/L-128 of 2008, as amended) and the drug offences of the Criminal Code (Code No. 06/L-074, Articles 267-273). The Criminal Code expressly extends to seeds: unlawfully keeping narcotic substances as well as seeds of drug plants beyond small personal-use quantities carries multi-year imprisonment, while cultivation or supply is punishable by two to eight years. Sale, purchase and any transfer of viable high-THC seed, paid or gratuitous, therefore fall under criminal supply and possession provisions. Industrial low-THC hemp is treated separately: registered producers may grow it under permits issued through the Ministry of Health, confining hemp seed use to that permit system.
