Is marijuana legal in Kosovo?
Recreational marijuana is illegal in Kosovo. The Criminal Code of the Republic of Kosovo (Code No. 06/L-074), at Articles 273 through 275, criminalises the unauthorised production, transport, possession, and sale of narcotic drugs and psychotropic substances.
Is CBD legal in Kosovo?
CBD has no legal market in Kosovo. The Law on Narcotic Drugs, Psychotropic Substances and Precursors (Law No. 02/L-128) and Criminal Code Articles 273-275 treat cannabis derivatives as controlled substances, and the Kosovo Medicines Agency (Agjencia e Kosoves per Produkte dhe Pajisje Medicinale, AKPPM) has not issued a marketing authorisation for any CBD-containing medicinal product.
Is hemp legal in Kosovo?
Industrial hemp cultivation is not authorised in Kosovo. The Law on Narcotic Drugs (Law No. 02/L-128) defines cannabis to include the whole Cannabis sativa plant without an industrial-hemp THC threshold equivalent to the 0.3 percent rule in the European Union's common agricultural policy, of which Kosovo is not a member.
Can you travel to Kosovo with cannabis or CBD?
Import and export of recreational cannabis are prohibited. Import and export of CBD products are prohibited without AKPPM authorisation, which has not been granted.

Cannabis is illegal in Kosovo under the Law on Narcotic Drugs, Psychotropic Substances and Precursors (Law No. 02/L-128 of 2008, as amended) and the drug offences of the Criminal Code (Code No. 06/L-074, Articles 267-273). The Criminal Code expressly extends to seeds: unlawfully keeping narcotic substances as well as seeds of drug plants beyond small personal-use quantities carries multi-year imprisonment, while cultivation or supply is punishable by two to eight years. Sale, purchase and any transfer of viable high-THC seed, paid or gratuitous, therefore fall under criminal supply and possession provisions. Industrial low-THC hemp is treated separately: registered producers may grow it under permits issued through the Ministry of Health, confining hemp seed use to that permit system.
