The Medicinal Cannabis Industry Act 2019 created the Barbados Medicinal Cannabis Licensing Authority (BMCLA), whose Import Licence covers medicinal cannabis 'planting material' including seed, valid for 5 years and limited to licensees. The Sacramental Cannabis Act 2019 lets registered Rastafarian congregations cultivate at approved places of worship, but Rastafari advocates note it is still not legal for an individual to carry a seed outside these regimes. Unlicensed seed dealing falls back on the Drug Abuse (Prevention and Control) Act, so ordinary purchase or gifting of viable seeds stays prohibited.
