The Medicinal Cannabis Industry Act, 2018 created the Medicinal Cannabis Authority (MCA), which licenses cultivation in five tiers, including a traditional cultivator's licence reserved for Vincentian citizens. The MCA operates a dedicated Protocol for Importing or Exporting Cannabis Seeds, with a supplementary application (Form D(A)) required before any viable seed enters the country, so seed transactions outside that system remain unlawful. Companion 2018 amendments to the Drug (Prevention of Misuse) Act decriminalised possession of up to two ounces of cannabis, softening the consequences of informal seed possession without legalising it. Hemp is not regulated separately from medicinal cannabis, so low-THC seed also requires MCA authorisation.
