Seeds acquired or shared for that personal cultivation are tolerated, but there is no licensed retail, so commercial seed sale remains an offence. A comprehensive Cannabis and Industrial Hemp Bill circulated for public comment in 2025 would license farming, processing and sales, including hemp, but it had not been verified as enacted by mid-2026.
