Automate Compliance TodayThe Palestinian Authority's Law by Decree No. 18 of 2015 on Narcotic Drugs and Psychotropic Substances, approved by President Abbas and amended by Decree-Law No. 29 of 2020, criminalises the cultivation, production, sale and possession of cannabis. Trafficking and cultivation offences carry imprisonment of not less than ten years, fines of several thousand Jordanian dinars, and hard labour for life in the most serious cases. The decree provides no hemp, medical or seed exemption, so viable cannabis seed is prohibited material in both the West Bank and Gaza. Enforcement is carried out by PA anti-narcotics police alongside overlapping Israeli military law in parts of the West Bank.
