The Ley Reguladora de las Actividades Relativas a las Drogas (Decreto No. 728 of 2003) prohibits sowing and cultivation of seeds from which dependence-producing drugs can be obtained, with penalties of 5-10 years' imprisonment, and makes no low-THC hemp exception. Cultivation authorization exists only for pharmaceutical-industry research via the Consejo Superior de Salud Pública. Searches of the Asamblea Legislativa's 2024-2026 decree lists could not verify reports of a medical cannabis law signed under the Bukele administration, so no licensed seed pathway can be confirmed.
