Latvia's narcotics legislation schedules cannabis itself, and sowing or growing any cannabis plant is a criminal offence under the Criminal Law (Section 256), yet no Latvian provision could be verified that either bans or expressly permits possession or sale of ungerminated seeds, so their status is best described as unregulated in practice. Possession of up to one gram of cannabis is an administrative offence (EUR 280–700 fine), with larger amounts and supply criminal under Section 253. Industrial hemp is a licensed agricultural crop: growers must declare sowings to the Rural Support Service and use certified varieties from the EU common catalogue within the 0.3% THC limit.
