Small-quantity possession of cannabis itself is a misdemeanour, but growing even one high-THC plant is treated criminally, so seeds must stay ungerminated. Agricultural hemp is fully lawful when grown from EU common-catalogue certified seed of varieties at or below 0.3% THC, with fields declared to the Agriculture Registers and Information Board (PRIA) and subject to official THC testing.
