Namibia prohibits cannabis under the Abuse of Dependence-Producing Substances and Rehabilitation Centres Act 41 of 1971, inherited from South African rule, which covers the plant and any portion or product of it, including viable seed. Dealing carries severe penalties and even possession can bring lengthy imprisonment and fines. No medical cannabis or industrial hemp licensing exists, although advocates have brought a constitutional challenge to the prohibition before the High Court.
