Is marijuana legal in Angola?
Recreational marijuana is illegal in Angola. Lei No. 3/99 de 6 de Agosto, the Lei sobre o Trafico e Consumo de Estupefacientes, and the 2020 Codigo Penal (Lei No. 38/20 de 11 de Novembro) criminalise cultivation, supply, and use of cannabis (liamba).
Is CBD legal in Angola?
CBD is illegal in Angola. Lei 3/99 does not exempt cannabidiol, and ARMED (Angola's medicines regulator) has not authorised consumer or pharmaceutical CBD products.
Is hemp legal in Angola?
Industrial hemp is not authorised in Angola. The Ministerio da Agricultura e Pescas has no licensing framework for Cannabis sativa L., and Lei 3/99 captures all cannabis biomass regardless of THC content.
Can you travel to Angola with cannabis or CBD?

Law No. 3/99 on trafficking and consumption of narcotic drugs, psychotropic substances and precursors makes cannabis illegal in Angola without distinguishing plant parts or compounds. Cultivating, producing, selling, importing, exporting or possessing cannabis — a scope that captures viable seeds — carries eight to twelve years' imprisonment. There is no hemp or medical cannabis licensing, and the 2020 Penal Code (Law 38/20, as amended) maintains the prohibition.
