Law No. 3/99 on trafficking and consumption of narcotic drugs, psychotropic substances and precursors makes cannabis illegal in Angola without distinguishing plant parts or compounds. Cultivating, producing, selling, importing, exporting or possessing cannabis — a scope that captures viable seeds — carries eight to twelve years' imprisonment. There is no hemp or medical cannabis licensing, and the 2020 Penal Code (Law 38/20, as amended) maintains the prohibition.
