Law 6007/2017 (PROINCUMEC) allows cannabis plant and seed imports for the medical program, authorized by DNVS and SENAVE under SENAD supervision, restricted to entities like the National University of Asunción, IPTA and licensed laboratories — home cultivation was not authorized. Outside these licences, an individual acquiring or gifting viable seeds has no legal cover.
