INASE Resolution 260/2022 legalised retail sale of cannabis seeds of varieties listed in the national cultivar registry through INASE-registered vendors, complementing Law 27.350 (medical) and Law 27.669 (industrial). The regime has been squeezed since 2024–2026: Health Resolution 1780/2025 tightened REPROCANN (nine flowering plants, three-year renewable registrations, stricter traceability), and Decree 462/2025 dissolved ARICCAME and INASE, transferring seed and industrial-cannabis functions to ANMAT and the Ministry of Economy, leaving medicinal variety registration in limbo. Possession or germination of seeds without REPROCANN authorisation remains punishable under drug Law 23.737. Gifting viable seeds between individuals is not expressly addressed and sits in a legal grey zone amid the regulatory overhaul.
