Law No. 04-18 of 25 December 2004 on the prevention and repression of illicit use and trafficking of narcotics bans cannabis in all its forms, and Law 23-05 (May 2023) sharply increased penalties across the production and commercialization chain. Buying or selling cannabis seeds is illegal and seeds may not be posted into the country. No industrial hemp or CBD carve-out exists, and observers report no political movement toward one; the only theoretical exception is ministerial authorization for medical/scientific purposes, which has never produced a program.
