Law No. 97/019 of 7 August 1997 on narcotic drugs, psychotropic substances and precursors classifies cannabis and cannabis resin as high-risk drugs. Sections 91–95 punish cultivation, production, possession and marketing with 10 to 20 years' imprisonment and fines of CFAF 250,000 to 1,250,000, a scope that extends to viable propagative seeds. Despite widespread informal cultivation in northern regions, no hemp or medical cannabis licensing pathway exists.
