The Indian Hemp Act 1966 and the NDLEA Act (Cap. N30, LFN 2004) prohibit cultivation, possession, sale, import and export of cannabis with no low-THC carve-out; Section 19 of the NDLEA Act prescribes 15–25 years for cultivation and Section 11 up to life imprisonment for trafficking. NDLEA operations routinely log cannabis seeds as seized contraband — for example, 9 kg of seeds in a 2026 Edo State raid — confirming seeds are enforced against alongside plant material. NAFDAC has not registered hemp seed products and no federal hemp pilot exists; reform proposals had not become law as of mid-2026.
