Cape Verde's Law No. 78/IV/93 of 12 July 1993 establishes the regime for narcotic drugs and prohibits the production, trafficking, cultivation and use of cannabis, with trafficking punished by roughly 4 to 12 years' imprisonment. Viable cannabis seeds are handled as material for prohibited cultivation, and no medical, recreational or industrial hemp exception exists. Periodic debate about following Portugal's decriminalisation model has not produced any legislative change.
