Senegal's Code des drogues (Law No. 97-18 of 1997) lists cannabis among high-risk drugs and punishes cultivation, production and transformation with five to ten years' imprisonment plus fines pegged to the value of seized product (art. 95). Viable seeds have no separate legal status and there is no hemp exemption or licensing pathway. Periodic public debate about decriminalisation has not produced any reform.
