The Drug Abuse (Prevention and Control) (Amendment) Act, 2026, assented by the Governor-General, decriminalises cannabis possession for adults aged 21 and over, expunges minor convictions, and affirms Rastafari sacramental use with cultivation allowances at registered places of worship. Outside those carve-outs, the principal Drug Abuse (Prevention and Control) Act still criminalises supply, so commercial sale of viable cannabis seeds has no licensing channel yet. A national framework for cultivation, processing and medicinal use is being developed, and industrial hemp seed rules have not been issued.
