Liberia bans cannabis as a Schedule I substance under the Controlled Drugs and Substances Act of 2014, and viable seeds are treated as controlled cannabis material with no collector exemption. The Controlled Drugs and Substances Act of 2023, signed by President Weah, made cultivation, manufacture and trafficking a non-bailable first-degree felony carrying 10 to 20 years in prison. There is no industrial hemp framework, so low-THC seed has no lawful import or planting channel either.
