Moldova amended its legislation on plants containing narcotic substances and adopted a Regulation on the authorisation, cultivation, monitoring, marketing and processing of industrial hemp, with the first cultivation authorisation issued through the Agency for Medicines and Medical Devices; growers must use varieties from the national catalogue or the EU Common Catalogue. Drug-type cannabis remains illegal, and unauthorised cultivation is a criminal offence, though possession of small personal amounts is only an administrative contravention. Cannabis seeds themselves are not listed as a narcotic, and the law does not squarely address private acquisition or gifting of viable seed, leaving individuals in a legal grey zone. Selling drug-type seed for germination has no lawful basis.
