Automate Compliance TodayLaw No. 3528-IX (in force 16 August 2024) legalised medical cannabis and deregulated industrial hemp, and the Cabinet of Ministers subsequently approved a dedicated procedure for purchasing seeds of Table I plants for licensed medical cultivation. Seeds must carry a quality certificate and belong to varieties entered in the State Register of Plant Varieties Suitable for Distribution in Ukraine. Industrial hemp cultivation no longer requires a licence or quota — growers register declaratively with the Ministry of Agrarian Policy using certified seed of registered varieties (THC in dried straw capped at 0.2% until February 2027, then 0.3%). High-THC seed acquisition outside the licensed medical system remains prohibited, and there is no lawful retail seed market for individuals.
