Act No. 139/1998 Coll. on Narcotic Drugs, Psychotropic Substances and Preparations controls cannabis plant material and THC, but viable seeds are not listed as a controlled substance, and Slovak shops openly sell them for collectible purposes. Sowing or growing any cannabis above 0.3% THC remains a criminal offence prosecuted under the Criminal Code (Act 300/2005 Coll.), and Slovakia runs one of the stricter enforcement regimes in the EU. Industrial hemp may be cultivated only with authorisation and using certified EU common-catalogue varieties within the EU THC limit, with obligations to prevent misuse under Act 139/1998.
